The software doesn't appear to be available or maintained anymore, therefore compatibility with the Windows 10 operating system is questionable. I've checked their official website and it appears that only a press kit is available to download along with a screenshot and a box shot.
There are other similar applications with the same main functionality you can use instead of PhotoBase 4. Based on the information I gathered, the PhotoBase appears to be only a photo editor and luckily, there are plenty applications to choose from: http://software.informer.com/search/photo+editors
I am using Photobase and when I bring up a picture it allows me to rotate it right or left but no other options. What do I need to do to rotate it horizontally as it shows up backwards?

To flip the image horizontally, you will need another application which is more powerful in terms of photo manipulation. Download and install GIMP then open the picture. From the Layer menu use the transform tools to change the view of the picture. The correct path is: Layer > Transform > Flip Horizontally.
When I try to produce a slideshow with audio and put time for slideshow :15 it automatically changes to :943. Why? What's the correct way to create a slideshow with audio?

That is the total time that is displayed with the transitions and the slide duration. Try to lower the number of images and audio files, and it will decrease dramatically.
